The Public Health Service Act of 1944 structured the United States Public Health Service (PHS) as the primary division of the Department of Health, Education and Welfare (HEW), which later became the United States Department of Health and Human Services. The PHS comprises all Agency Divisions of Health and Human Services and the Commissioned Corps. The Assistant Secretary for Health (ASH) oversees the PHS and the United States Public Health Service Commissioned Corps.

“Nova Scotia, New Brunswick, and Canada are the horns, the head, the neck, the shins, and the hoof of the ox, and the United States are the ribs, the sirloin, the kidneys, and the rest of the body.”
—William Cobbett (17621835)
“The heroes of the world community are not those who withdraw when difficulties ensue, not those who can envision neither the prospect of success nor the consequence of failurebut those who stand the heat of battle, the fight for world peace through the United Nations.”
—Hubert H. Humphrey (19111978)
“The line that I am urging as todays conventional wisdom is not a denial of consciousness. It is often called, with more reason, a repudiation of mind. It is indeed a repudiation of mind as a second substance, over and above body. It can be described less harshly as an identification of mind with some of the faculties, states, and activities of the body. Mental states and events are a special subclass of the states and events of the human or animal body.”
—Willard Van Orman Quine (b. 1908)
“Texas is a heaven for men and dogs but hell for women and oxen.”
—Administration in the State of Texa, U.S. public relief program (1935-1943)
“The same soil is good for men and for trees. A mans health requires as many acres of meadow to his prospect as his farm does loads of muck.”
—Henry David Thoreau (18171862)
“Service ... is love in action, love made flesh; service is the body, the incarnation of love. Love is the impetus, service the act, and creativity the result with many by-products.”
—Sarah Patton Boyle, U.S. civil rights activist and author. The Desegregated Heart, part 3, ch. 3 (1962)
