Viktor Aleksandrovich Tolokonsky (Russian: Виктор Александрович Толоконский, born 27 May 1953 in Novosibirsk) has been governor of Russia's Novosibirsk Oblast since 1999. On 6 July 2007, Russia's President Vladimir Putin reappointed him for further five-year term.
Between 1993 and 1999, he was mayor of Novosibirsk city. As a governor, he has, since 2002, been a member of the State Council of the Russian Federation.
Since 2004, the country's president – rather than its electorate – decides who should be the governors of the Russian Federation's constituent parts.
As expected, the Novosibirsk oblast assembly on 12 July 2007 confirmed President Vladimir Putin's nomination of Tolokonsky to be governor, RIA Novosti reported. Had it not and had it repeated that vote, under the powers that Putin took in 2004 in the wake of the Beslan mass school hostage-taking, he could have dissolved the assembly.
