Her keel was laid down on 1 March 1939 at Groton, Connecticut, by the Electric Boat Company. She was launched on 27 January 1940 (sponsored by Mrs. Richard S. Edwards), and commissioned on 3 July 1940 with Lieutenant Joseph H. Willingham (Class of 1926) in command.
