- Tokyo: 8; Special wards of Tokyo, Kawasaki, Yokohama, Atsugi, Chiba, Toda, Musashino, and Tachikawa.
- Osaka: 4; Osaka, Higashiōsaka, Moriguchi, and Kadoma.
- Nagoya: 2; Nagoya and Komaki.
- Okayama: 2; Okayama and Kurashiki. They were different UEAs until 1990.
- Tsukuba: 2; Tsukuba and Tsuchiura.
- Ōta: 2; Ōta and Ōizumi.
- Tokuyama: 3; Tokuyama, Kudamatsu, and Shinnan'yō.
- Kitakami: 2; Kitakami and Hanamaki.
These areas changed their names between 1980 and 2000, as the most populated central cities have changed.
- Tsuchiura UEA changed to Tsukuba UEA after 1995.
- Kimitsu UEA changed to Kisarazu UEA after 1990.
