In Finland, citizens need a permission to possess a firearm. Permission is given by the police and requires a valid reason. The permission may be denied, for example, if the person has a criminal background or problems with drugs, alcohol or mental health. The right to possess a firearm does not include the right to carry it in public, except while hunting. At home, firearms must be kept behind locks or inoperative. Knives and similar items may not be carried in public.
