Number 28 was first owned by Des Clarke (Paul Keane), who bought the house for him and his fiancée Lorraine Kingham (Antoinette Byron) to live in. Des and Lorraine's wedding was called off and Des took in Daphne Lawrence (Elaine Smith) as his lodger and they began a relationship. Daphne moved out briefly when their relationship broke down and Daphne's friend Zoe Davis (Ally Fowler) moved in for a while. Daphne came back and she and Des became legal custodians of Mike Young (Guy Pearce). In 1987, Daphne gave birth to a son, Jamie Clarke. Daphne died in 1988 and Des and Mike continued to live in the house. Melanie Pearson and Matt Robinson moved in as lodgers and Mike left to be with his sick mother. Des decided to sell the house and move away. Doug Willis (Terence Donovan) bought the house and moved in with his wife Pam (Sue Jones) and their children Adam (Ian Williams) and Cody (Amelia Frid). Cody and Adam both left in 1991 and their siblings, Brad and Gaby (Rachel Blakely) moved in along with Doug's sister Faye. Cody returned in 1993 and stayed behind when all the Willises left Ramsay Street in 1994.
The house was then bought by Karl Kennedy (Alan Fletcher) and his wife Susan (Jackie Woodburne) who moved in with their three children, Malcolm (Benjamin McNair), Libby and Billy (Jesse Spencer). Libby moved out briefly to live with Darren Stark. Following his family's departure, Toadfish Rebecchi came to stay until he moved in with Lou Carpenter. Malcolm left in 1997 and his friend Joel Samuels (Daniel MacPherson) stayed with the Kennedys for a brief period in 1998. Billy left in 2000 and Susan's nephew Darcy Tyler came to stay here as well as Susan's niece Elly Conway (Kendell Nunn). Libby moved out in 2001 after she married Drew Kirk, but when Drew died, she moved back with her son Ben. Karl and Susan later took in teenagers Lori Lee (Michelle Ang) and Taj Coppin (Jaime Robbie Reyne) for a brief time. Karl and Susan divorced in 2004 and Karl moved into a nearby flat. Susan took in lodgers Sindi Watts (Marisa Warrington) and Stingray Timmins. Liljana Bishop stayed with Susan during her brief separation with husband David and Stuart Parker also lived there while he was having problems with his sight. Susan began dating Alex Kinski (Andrew Clarke) and he moved in along with his children Rachel Kinski (Caitlin Stasey) and Zeke Kinski (Matthew Werkmeister). Alex and Susan were married in the house shortly before he died. Alex's oldest daughter, Katya (Dichen Lachman) started a custody battle for Zeke and Rachel, but she later moved in with Susan. Karl and Susan reunited in the middle of 2006 and they re-married. Karl's father, Tom (Bob Hornery), moved in for a short stay before moving to a care facility in the country. Libby and Ben returned and they briefly moved back home, before moving into Number 32.
Ringo Brown (Sam Clark) moved in after his brother left the street to live in Italy. Sunny Lee (Hany Lee), a foreign exchange student moved in with the family in April 2009, following Rachel's departure. Zeke briefly moved out to live with Stephanie, so Sunny's parents could not complain about them living together. When Lyn Scully returned to the street and moved in with Stephanie, Zeke moved back home. In November 2009, Sunny left to go back home to Korea. Following the breakup of her marriage to Daniel Fitzgerald, Libby and Ben moved back in. Ben leaves to go to a school in the country and following Ringo and Donna's honeymoon, Donna moves in. Ringo dies a month later and Donna moves to New York in the new year. Zeke moves to London and Summer and Charlie Hoyland and Lyn Scully move in briefly while their house is repaired. Summer later returns to stay permanently. Susan moves out following her separation from Karl and a few months later, Natasha Williams (Valentina Novakovic) moves in.
