Local government is officially guaranteed. Local councils and city mayors are popularly elected and exercise control over local budgets.
Practically, the scope of local self-government is limited. A large-scale reformation of the local government (that would require new constitutional changes) is periodically urged since 2000, most actively by the Socialist Party of Ukraine and Oleksandr Moroz.

Famous quotes containing the words local and/or government:
“Resorts advertised for waitresses, specifying that they must appear in short clothes or no engagement. Below a Gospel Guide column headed, Where our Local Divines Will Hang Out Tomorrow, was an account of spirited gun play at the Bon Ton. In Jeff Winneys California Concert Hall, patrons bucked the tiger under the watchful eye of Kitty Crawhurst, popular lady gambler.”
—Administration in the State of Colo, U.S. public relief program (1935-1943)
“I have no doubt that soldiers well drilled are, as a class, peculiarly destitute of originality and independence.... It is impossible to give the soldier a good education without making him a deserter. His natural foe is the government that drills him.”
—Henry David Thoreau (18171862)
