Major changes compared to the period 2004-2009 are:
- The formation of a new political group, the European Conservatives and Reformists Group. This conservative, Eurosceptic group is headed by 26 MEPs from the UK's Conservative Party.
- The Eurosceptic IND/DEM and UEN suffered heavy losses in the election. On their own they no longer had enough MEPs to form a separate group. MEPs from these parties formed Europe of Freedom and Democracy on 1 July 2009.
- The centre-right European People's Party now formed its own parliamentary group, as the former members of the European Democrats left the group to join the ECR.
- The parliamentary group of the centre-left Party of European Socialists renamed itself to Progressive Alliance of Socialists and Democrats to allow non-socialist members of the Italian Democratic Party to sit in their group.

Famous quotes containing the words composition of, composition, european and/or parliament:
“When I think of God, when I think of him as existent, and when I believe him to be existent, my idea of him neither increases nor diminishes. But as it is certain there is a great difference betwixt the simple conception of the existence of an object, and the belief of it, and as this difference lies not in the parts or composition of the idea which we conceive; it follows, that it must lie in the manner in which we conceive it.”
—David Hume (1711–1776)
“If I don’t write to empty my mind, I go mad. As to that regular, uninterrupted love of writing ... I do not understand it. I feel it as a torture, which I must get rid of, but never as a pleasure. On the contrary, I think composition a great pain.”
—George Gordon Noel Byron (1788–1824)
“I should think the American admiration of five-minute tourists has done more to kill the sacredness of old European beauty and aspiration than multitudes of bombs would have done.”
—D.H. (David Herbert)
“What is the historical function of Parliament in this country? It is to prevent the Government from governing.”
—George Bernard Shaw (1856–1950)
