Member of Parliament

At the 1966 general election and 1970 general election, Howard unsuccessfully contested the safe Labour parliamentary constituency of Liverpool Edge Hill. These early races led to his strong support for Liverpool F.C., which he has retained.

In June 1982, Howard was selected to contest the constituency of Folkestone and Hythe in Kent after the sitting Conservative MP, Sir Albert Costain, decided to retire. Howard won the seat at the 1983 general election.
