Most analyses of North Korea’s defense sector estimate that defense spending constitutes between one-quarter and one-third of all government spending. As of 2003, according to the International Institute of Strategic Studies, North Korea’s defense budget consumed some 25 percent of central government spending. In the mid-1970s and early 1980s, according to figures released by the Polish Arms Control and Disarmament Agency, between 32 and 38 percent of central government expenditures went towards defense.
