Kevin Livingston (born in St. Louis, Missouri, 24 May 1973) was an American professional cyclist for eight years. His teams included Motorola, Cofidis, US Postal Service and Team Telekom. He retired in 2002. An adept climber and strong team rider, he was one of Lance Armstrong's lieutenants in the Tour de France and other races. He was known for a near-perfect pedal stroke. He lives in Austin, Texas.
In the Reasoned Decision that USADA (United States Anti Doping Agency) sent to the UCI (Union Cycliste Internationale) on the 11 October 2012, Kevin Livingston was implicated as being a member of the U.S. Postal Service "A Team" during the 1999 Tour De France, along with Lance Armstrong and Tyler Hamilton. This would involve Kevin Livingston sharing a room with Tyler Hamilton, in which Lance Armstrong and Johan Bruyneel would visit to discuss and carry out doping practices. Tyler Hamilton has said that during the first two weeks of the tour, Armstrong, Hamilton and Livingston "used EPO every third or fourth day". Fellow team member George Hincapie has testified that he "knew that Tyler Hamilton and Kevin Livingston were using EPO". Another team member, Christian Vande Velde, also believes he witnessed Kevin Livingston receiving an injection of EPO from team doctor, Dr Luis Garcia del Moral. He has also been implicated in the use of blood doping during the 2000 Tour De France.
