Increased Focus in The Series
As the series shifted focus from the Bartlet administration to the Santos campaign during the final two seasons, Josh was removed from the "senior staff" ensemble and became a more central figure. While Bartlet and his staff began to appear in fewer and fewer episodes, Josh remained key to the storyline, and many episodes dealt with his difficulties running a campaign for an often uncooperative dark horse candidate.
