James River Reserve Fleet
The James River is the anchorage (37°07′13″N 76°38′47″W / 37.120393°N 76.646469°W / 37.120393; -76.646469) for a large portion of the National Defense Reserve Fleet, called the "James River Fleet" or the "Ghost Fleet," consisting of "mothballed" ships, mostly merchant vessels, that can be activated within 20 to 120 days to provide shipping for the United States of America during national emergencies, either military or non-military, such as commercial shipping crises.
The fleet is managed by the U.S. Department of Transportation's Maritime Administration (MARAD). It is a different entity from the United States Navy reserve fleets, which consist largely of warships.

Famous quotes containing the words james, river, reserve and/or fleet:
“Its a complex fate, being an American, and one of the responsibilities it entails is fighting against a superstitious valuation of Europe.”
—Henry James (18431916)
“It is from quiet places like this all over the world that the forces accumulate which presently will overbear any attempt to accomplish evil on a large scale. Like the rivulets gathering into the river, and the river into the seas, there come from communities like this streams that fertilize the consciences of men, and it is the conscience of the world that we are trying to place upon the throne which others would usurp.”
—Woodrow Wilson (18561924)
“Mutual repect implies discretion and reserve even in love itself; it means preserving as much liberty as possible to those whose life we share. We must distrust our instinct of intervention, for the desire to make ones own will prevail is often disguised under the mask of solicitude.”
—Henri-Frédéric Amiel (18211881)
“Believe me, if all those endearing young charms,
Which I gaze on so fondly today,
Were to change by tomorrow, and fleet in my arms,
Like fairy-gifts fading away.”
—Thomas Moore (17791852)
