Kevin Hughes invented the image map during January 1993 while he was a student at Honolulu Community College (HCC).

The type of image map developed by Hughes is known as a server side image map, as the processing and link resolution happens on the server. This is accomplished by using an HTML forms input tag to contain the image. The default behavior of image buttons is to send the X/Y coordinates of the user's click back to a CGI process on the server. For an image map, this process consults a file located on the server to determine which URL these coordinates refer to, and redirects the browser to that location. Server side image maps have been largely replaced by client side image maps, which were introduced in HTML 3.2 and do not require executing separate processes on the server.
