Harbaugh was born April 15, 1956, in Cleveland, Ohio, and grew up in Willoughby, Ohio. Married with three children, he enjoys building his own airplane, flying, running, and snow skiing.
Harbaugh graduated from Willoughby South High School in 1974 and went on to receive a Bachelor of Science degree in aeronautical and astronautical engineering from Purdue University in 1978 and a Master of Science in physical science from University of Houston–Clear Lake in 1986.
