Spelling of Title
The Canadian government spells the title governor general without a hyphen. The media of Canada still often uses the governor-general spelling.
As governor is the main noun in the title, it is the term that is pluralized; thus, it is governors general, rather than governor generals. Moreover, both terms are capitalized when used in the formal title preceding an incumbent's name.
