Technical Development and Issues
There are some reports that Aegis radar systems on board some individual warships are not being maintained properly. A Navy panel headed by retired Vice Adm. Phillip Balisle has issued the "Balisle report," which asserts that over-emphasis on saving money, including cuts in crews and streamlined training and maintenance, has led to a drastic decline in readiness, and has left Aegis combat systems in low state of readiness.

Famous quotes containing the words technical, development and/or issues:
“I rather think the cinema will die. Look at the energy being exerted to revive ityesterday it was color, today three dimensions. I dont give it forty years more. Witness the decline of conversation. Only the Irish have remained incomparable conversationalists, maybe because technical progress has passed them by.”
—Orson Welles (19151984)
“The Cairo conference ... is about a complicated web of education and employment, consumption and poverty, development and health care. It is also about whether governments will follow where women have so clearly led them, toward safe, simple and reliable choices in family planning. While Cairo crackles with conflict, in the homes of the world the orthodoxies have been duly heard, and roundly ignored.”
—Anna Quindlen (b. 1952)
“The current flows fast and furious. It issues in a spate of words from the loudspeakers and the politicians. Every day they tell us that we are a free people fighting to defend freedom. That is the current that has whirled the young airman up into the sky and keeps him circulating there among the clouds. Down here, with a roof to cover us and a gasmask handy, it is our business to puncture gasbags and discover the seeds of truth.”
—Virginia Woolf (18821941)
