The summit was intended as a venue for resolving differences among its members. As a practical matter, the summit was also conceived as an opportunity for its members to give each other mutual encouragement in the face of difficult economic decisions.
The overall theme of the summit was ways to reduce poverty. Topics discussed at the meeting included an evaluation of the Enhanced HIPC Initiative which involved debt forgiveness to Heavily Indebted Poor Countries, the Global Health Fund, the global digital divide, the environment and food security. Although the main summit was from July 20 to the 22nd, the summit was preceded by a meeting of the G8 foreign ministers on the 18th and 19th.
The summit was overshadowed by riots in the city after a crackdown by police targeting anti-globalisation groups and the death of a 23 year-old Carlo Giuliani, leading some to talk of a deliberately followed strategy of tension.

Famous quotes containing the word issues:
“To make life more bearable and pleasant for everybody, choose the issues that are significant enough to fight over, and ignore or use distraction for those you can let slide that day. Picking your battles will eliminate a number of conflicts, and yet will still leave you feeling in control.”
—Lawrence Balter (20th century)
“Your toddler will be good if he feels like doing what you happen to want him to do and does not happen to feel like doing anything you would dislike. With a little cleverness you can organize life as a whole, and issues in particular, so that you both want the same thing most of the time.”
—Penelope Leach (20th century)
“The hard truth is that what may be acceptable in elite culture may not be acceptable in mass culture, that tastes which pose only innocent ethical issues as the property of a minority become corrupting when they become more established. Taste is context, and the context has changed.”
—Susan Sontag (b. 1933)
