Three cities: Hanoi, Surabaya and Dubai were shortlisted by the OCA as candidate to host the Games. On November 8, 2012, the final selection was announced in Macau. With only two cities after Dubai withdrawal, Hanoi was selected as host by 29 votes to 14.
