Qualification Seeding (UEFA)
The draw was made in December 1999, and was based on average points per game achieved in 1998 FIFA World Cup qualification and UEFA Euro 2000 qualifying.
Notable things:
- France qualified automatically as title holders.
- Belgium and Netherlands did not have to qualify to UEFA Euro 2000 (hosts), so only their 1998 World Cup result was used.
- Andorra competed for the first time in World Cup.

Famous quotes containing the word seeding:
“Propaganda has a bad name, but its root meaning is simply to disseminate through a medium, and all writing therefore is propaganda for something. Its a seeding of the self in the consciousness of others.”
—Elizabeth Drew (18871965)
