Boycotting Countries

North Korea withdrew its athletes from Japan just before the beginning of the Olympics when the IOC refused the athletes who participated in the GANEFO which was held in Jakarta, Indonesia.

Indonesia also did not attend the 1964 Summer Olympics due to the GANEFO issues.
